Overview: Threat Management Group is looking for highly qualified Air Operations Division Instructor/Training Advisor (Master-Parachutist) candidates to provide training and support services to Explosive Ordnance Disposal Group 2 (EODGRUTWO) and Navy Expeditionary Combat Command (NECC). The range/scope of responsibilities includes conducting ORM to mitigate hazards inherent to EOD Air Operations training, and fully comply with Occupational Safety and Health Administration standards and regulations; participate in the training and instructing of EOD operators in Military Air Operations area of expertise; observe, evaluate, and document training exercises; participate in the development, delivery, and maintenance of divisional curriculum.

Location/Place of Performance: JEB Little Creek Fort Story, Virginia Beach, VA 

Candidate must have/be:  

  • Must be able to obtain/maintain Secret Clearance eligibility. Clearance will be initiated upon contract award, if needed. 
  • Shall have a minimum of five years of operational EOD, Naval Special Warfare, or Special Operations forces experience.  
  • Must be a qualified military free fall (MFF) and Static Line Jump Master, Air Ops Trainer/Examiner, Drop Zone Safety Officer, HRST/Cast Master Instructor.  
  • Must possess a USPA D license with Coach, Accelerated Free-Fall and Tandem instructor ratings, Coach Examiner, Accelerated Free-Fall Evaluator.  
  • Must be a first class swimmer  
  • Must show a strong desire to continuously improve their knowledge and skills in both the instructor and EOD tactical Air mobility realm. 
  • Maintain certification in First Aid, to include adult-level Cardiopulmonary Resuscitation IAW standards of the American Heart Association.  
  • Possess the knowledge and skill required to safely prepare, train and execute military static line parachute insertion of personnel and equipment.  
  • Possess the knowledge and skill required to safely prepare, train and execute Helicopter Rope Suspension Techniques (HRST) insertion/ extraction techniques.  
  • Possess a thorough knowledge of packing procedures for in-service parachute systems and equipment delivery systems, and perform parachute packing.  
  • Possess the knowledge and skill required to safely prepare, use, inspect, and repair critical life support equipment, parachute systems, accessory mechanical equipment, and other components.  
  • Possess the knowledge and skill required to safely train students regarding aerodynamics as applied to ram-air parachutes and parachute handling and performance characteristics and the ability to teach those skills.  
  • Possess the knowledge and skill required to safely prepare, train and execute evaluate standard and non-standard parachute systems.  
  • Possess the knowledge and skill required to safely prepare, train and execute aerial video/still cameraman duties.  
  • Possess the knowledge and skill required to safely prepare, train parachute operations personnel on maintenance, repair, packing, rigging, jumping, FAA regulations, safety and the use of related equipment.  
  • Have the availability to travel outside the local geographic area up to 15% of the calendar year.  
  • Research and develop curriculum on source information and training materials to keep pace with rapidly changing TTP’s.  
  • Conduct curriculum maintenance in accordance with Learning Standards Office directives.  
  • Knowledge and experience in supporting “multi-divisional” complex training schedules to accommodate customer training needs.  
  • Knowledge and experience in providing material solution recommendations to EOD Tactics, Techniques, and Procedures (TTP);  
  • Knowledge and experience in communicating with senior government officials regarding program status, milestones, obstacles, etc.  
  • Be able to stand or sit for prolonged periods of time. 
  • Be able to lift up to 50 lbs. 

 

Required Skills/Qualifications/Attributes:  

  • Provide instruction in a dynamic field where technical material and tactical TTPS are constantly evolving to meet real world threats and scenarios.  
  • Process the knowledge and skill required to safely prepare, train and execute military free-fall (MFF) procedures and operations to include military high Altitude High Opening (HAHO) and High Altitude Low Opening (HALO) procedures, and perform MFF and HAHO insertions in a training environment.  
  • Conduct ORM to mitigate hazards inherent to EOD Air Operations training, and fully comply with Occupational Safety and Health Administration standards and regulations.  
  • Recommend material solutions to EOD Air Operations shortfalls  
  • Provide expert advice to Unit, Group and Type Commanders on all aspects of EOD Air Operations.  
  • Maintain currency in technical expertise and training techniques.  
  • Assist in the maintenance and inventory of divisional Table of Allowance items, CESE/SABAR, and issued equipment.  
  • Participate in the training and instructing of EOD operators in Military Air Operations area of expertise.  
  • Participate in Field Training Exercises as needed.  
  • Observe, evaluate, and document training exercises.  
  • Participate in short and long range training plans, training programs, and provide training and technology support to assigned divisions.  
  • Participate in the development, delivery, and maintenance of divisional curriculum.  
  • Assist in divisional purchase request.  
  • Prepare correspondence and maintain files of correspondence, forms, regulations, directives, letters and other publications as required. Ensure publications, instructions, directives and files are accurately updated and correspondence is accurately filed and processed in accordance with the Navy Correspondence Manual SECNAVINST 5216.5 series and SSIC Manual SECNAVINST 5430.7 series.  
  • Apply policies and directives prescribed by higher authority. Read, interpret and ensure compliance with publications, instructions, notices, local directives, and changes thereto as appropriate.  
  • Properly safeguard classified, Privacy Act, and Official Use Only documentation and conduct end-of-day security checks of buildings and spaces to ensure they are properly secured and that all classified material, Privacy Act, and Official Use Only documentation is properly stowed and safeguarded.  
  • Assist in divisional administrative tasks as required.
